The Mill That Changed Paper Forever: Inside Hemel's 1,000-Year Industrial Secret

The First Marks in History

In the year 1086, as scribes recorded England's lands for William the Conqueror's Domesday Book, a mill stood on an island in the River Gade. It ground corn. By 1289 it had become a fulling mill, cleaning woollen cloth. Yet this same site at Apsley, on the edge of Hemel Hempstead, would eventually host an invention that transformed how the world communicates.

The first definite record of papermaking at what is now Frogmore Paper Mill dates to 1774. Some 200 years later, by the turn of the 19th century, the quiet valley would become the epicentre of an industrial revolution that replaced hand-crafted sheets with continuous rolls.

A Mechanised Miracle on the River

The year 1803 marks a watershed moment not just for Hemel Hempstead, but for civilisation itself. At Frogmore Mill, financiers Sealy and Henry Fourdrinier funded the installation of the world's first mechanised paper machine. Engineer Bryan Donkin constructed the device, which allowed continuous automated production of paper rolls for the first time in history.

The innovation was profound. Previously, paper was made sheet by sheet by skilled workers dipping mesh frames into vats of pulp. The Fourdrinier machine could produce paper in endless webs, transforming a craft into an industry almost overnight.

The Local Inventor Who Changed Everything

Six years later, a young inventor named John Dickinson rendered that revolutionary Fourdrinier machine obsolete. In 1809, Dickinson patented a new continuous mechanised papermaking process using a cylinder mould design: a perforated metal cylinder with a finely woven wire cover, revolving in a vat of wood pulp. The technique produced stronger, more consistent paper and became the industry standard.

Dickinson, born in 1782, had already patented a paper-cutting machine in 1807. With financial backing from George Longman, heir to the Longman publishing family and Member of Parliament for Maidstone, Dickinson established Longman & Dickinson in 1809. He purchased Apsley Mill that same year, converting the former flour mill to paper production. By 1811 he had acquired Nash Mill as well, a site that had served as a corn mill since the 11th century.

The partnership and acquisitions created an industrial cluster. Croxley Mill followed in 1828, and Dickinson's operations along the Grand Junction Canal would eventually rank among the largest stationery manufacturers in the world.

The Canal that Carried the Paper

The Grand Junction Canal, which reached Two Waters just south of Hemel Hempstead in 1798 and fully opened by 1805, proved essential to this industrial expansion. It provided both water power and transport. For most of the 19th century, Frogmore Mill itself was owned by the Grand Junction Canal Company.

The canal enabled raw materials to reach the mills and finished products to reach London and beyond. Apsley Mill, Frogmore Mill, and Nash Mill all straddled or sat adjacent to the waterway, creating a corridor of innovation that depended upon this new infrastructure.

From Paper to World War

The Dickinson enterprise continued to innovate. In 1850 the company began mechanically manufacturing gummed envelopes. By 1851, Frogmore Mill was producing paper from chemically treated wood pulp using soda processes, creating cheaper paper suitable for newspapers.

Nash Mill gained particular renown for producing tough, thin paper used in Samuel Bagster's "Pocket Reference Bible." The company's expertise extended to security paper as well; by around 1858, Dickinson was producing paper for the Penny Post containing silk threads to prevent counterfeiting.

During the Second World War, John Dickinson & Co. turned their industrial capacity to military production. The company manufactured foil strips codenamed "Window," used by the Royal Air Force to blind enemy radar. Production also included fuel tanks, cannon shells, fuel pumps, magnetos, and spark plugs. At its wartime peak, employment across the Hemel Hempstead mills exceeded 7,000 people.

The Heritage that Remains

The Dickinson dynasty extended beyond business into scholarship. John Evans, Dickinson's nephew, took over the company in 1858 and was a noted archaeologist. Evans's son, Sir Arthur Evans, achieved worldwide fame as the excavator of the Minoan palace at Knossos in Crete.

John Dickinson & Co. became the Dickinson Robinson Group in 1966, eventually growing into one of the world's largest stationery and packaging companies. Foreign acquisition followed; South African firm Sappi purchased the company in 1989. The mills closed gradually, with Nash Mill shutting in 2006 and the Apsley and Croxley sites meeting similar fates.

Today, Frogmore Paper Mill survives as the world's oldest mechanised paper mill, operated by The Apsley Paper Trail as both a working mill and visitor centre. A fire in January 2022 damaged the visitor centre, but the site's historical significance remains. The Apsley Mill site has been redeveloped with retail parks and housing, though some historic buildings house the Apsley Paper Museum. Nash Mill has been converted to residential use.

What began as a corn mill recorded in the Domesday Book nearly 1,000 years ago, then transformed through fulling and papermaking, became the birthplace of continuous mechanised paper production. The innovations of 1803 and 1809 at Frogmore and Apsley Mills changed how the world writes, prints, and communicates. The paper revolution started not in London or Manchester, but in the Gade Valley, on the edge of Hemel Hempstead.
